On June 05, 2024, the Verkhovna Rada of Ukraine adopted the Law On Ratification of Framework Agreement between the European Bank for Reconstruction and Development Regarding the International Chernobyl Cooperation Account.
Ratification of the Framework Agreement will enable to create a mechanism for managing the activities of the International Chernobyl Cooperation Account (ICCA) and to give grants to Ukraine for support and funding of nuclear and radiation safety projects at Chornobyl NPP site and in Exclusion Zone. It is also important that these projects will be focused on recovering the damage caused by the invasion of armed forces of the russian federation, namely on restoring the safe conditions at ChNPP, in the Exclusion Zone, as well as at other nuclear installations and radioactive waste management facilities in Ukraine.
Using the ICCA funds it is planned at Chornobyl NPP, first of all, to complete the pre-design work for deconstruction of Shelter facility unstable building structures in terms of so-called “early dismantling”, to carry out the survey of Deaerator Stack and Turbine Hall parts protruding beyond the NSC enclosing perimeter and to purchase the vehicles required for recovery of power plant transport infrastructure, as well as the equipment and consumables for reliable and safe operation of NSC-Shelter facility. The relevant Grant Agreement was signed this year, on February 21.
For information.International Chernobyl Cooperation Account (ICCA) is a fund established in 2020 to support and finance the projects in the area of nuclear and radiation safety at Chornobyl NPP site and in Exclusion Zone.
The ICCA has replaced the Chernobyl Shelter Fund (CSF); by virtue of the Donor countries’ contributions to the latter, many projects related to Shelter facility were implemented and the New Safe Confinement was built. The total amount of investments by international donors and the EBRD within the CSF amounted to more than 2.1 billion euros.
On April 20, 2022, the Assembly of ICCA Donors approved a decision on using the ICCA to fund the measures for restoration of safe conditions at Chornobyl Nuclear Power Plant, in the Exclusion Zone, and at other nuclear installations and radioactive waste management facilities in Ukraine, as well as to maintain the long-term safe operation of such facilities.
